I think people of the world should develop a new sustainable standard or excise – Products prices will have to contain the cost of recycling\after use treatment.
The cost will be calculated according to the recycling expense divided by the life span \ expectancy of the product.
For example the kind of umbrellas I get every time I fill the car's feul tank.
This kind that lasts 3 weeks maximum. it will cost so much as to make it unprofitable to produce\import.
Or the computer I'm writing on, if there will be a new one (say Intel 'Octacore' Pentium 92700 or what ever),
It will cost twice to replace, and I will think twice before I scrap the perfectly good one I'm using now.
This can change the market because it may be economical to go back to fixing things instead of replacing.
Climate change is happening because we are extracting too much and waste too much, back tracking it needs change of behavior.

It's seemingly for kids, but it actually discusses exactly what you discuss. The former, enlightened leader, cared for people's welfare, while the new one only cares for money and profits.
The new ones stops the production lines of spare parts, so that people won't have any choice but to buy upgrades. The poor who don't have the money become "expired" and are recycled...
